Client Challenges
After providing a number of successful capacity building grants to community health clinics in the Los Angeles area, the Blue Shield of California Foundation decided in early 2004 to extend similar grants to clinics statewide. Recognizing that fund allocation would necessitate a Requests for Proposals (RFP) process, the Foundation engaged Putnam as a consultant to manage the entire RFP process.
Putnam Contributions
Putnam initiated this project by collaborating with foundation staff to create a comprehensive database of potential grantees. Once this list was confirmed, we drafted and disseminated the RFP to all potential grantees and provided technical assistance to applicants as needed. Putnam then reviewed the more than 200 proposals that were received and made funding recommendations to the Foundation. When the review process was complete, Putnam prepared a summary of all grant recommendations for the Foundation’s Board of Directors.
Project Outcomes
As a direct result of this project – completed in five months – the Blue Shield of California Foundation allocated $4.1 million dollars to support the organizational capacity of 182 community clinics and clinic networks throughout California.
