Victoria brings significant experience in public health policy analysis and advocacy to Putnam. Victoria served as the director of the California Covering Kids & Families Project (CKF) at Community Health Councils, Inc. CKF, a statewide coalition funded through a national initiative of the Robert Wood Johnson Foundation, sought to increase the enrollment of eligible children and adults in public health insurance programs. As director, her responsibilities included working collaboratively with state agencies, business groups, provider associations and consumer advocates to ensure that California's public insurance programs were accessible and provided quality health care to low income children and families. She co-authored "Medi-Cal Administrative Activities Claiming for Community Based Organizations" a guide that outlines potential reimbursement mechanisms for Medi-Cal outreach and enrollment activities available to non-profit organizations.
Victoria earned a Master of Public Health with a concentration in health policy from the University of California, Los Angeles School of Public Health and a Bachelor of Arts in Psychology from the University of Michigan.
