Client Challenges
In late 2003, the Schwab Foundation was seeking for ways to support successful implementation of then-new statewide legislation requiring that all elementary and middle school children have access to after-school care. At the time the legislation was enacted, more than 1.2 million children from California’s low-income families needed subsidized after-school care, but there were fewer than 500,000 programs covered by state and federal funding. This left an estimated 5,400-program shortfall and meant 15,000 new staff would need to be hired. The Schwab Foundation turned to Putnam to conduct due diligence and assess the myriad issues involved in supporting statewide implementation of this important legislation.
Putnam Contributions
Putnam was engaged by the Schwab Foundation to serve as a “consulting program officer” for this major project. Activities involved conducting site visits with potential grantees, reviewing proposals, and conducting extensive research on the need for after-school programs in California. The overall goal was to help the Foundation better understand how to leverage available funding to support program implementation.
Project Outcomes
As a direct result of Putnam’s work on this project, the Schwab Foundation allocated $500,000 to create an After-School Programs Initiative. In January 2004, the Foundation also contracted Putnam to prepare an After-School Programs Initiative report designed to assist other foundations that were interested in supporting implementation of after-school programs for elementary and middle school children in California.
